CCCEOA ANNUAL MEETING 2003

Minutes:
David
D. began by thanking leaving members of the board. Pam Franke who’s been there
ever since there was a board. Stephanie Wright who for years has worked on the
entrance sign and Kirsty Nunez. Then he introduced the new board, that was
accepted unanimously.

Barbara D. related legislative information and pesticide pamphlets.
Mike
C. explained the budget “lite”, 338 paid fees in 2002, 189 so far this year.
Articles
of incorporation: David D. gave an overview of changes, then fielded questions.
When put to a vote, of homeowners who have paid fees, 44 voted YES and 1 voted
NO.
Covenants:
David D. explained about existing covenants being too vague and that the new
covenants better define “what is” and “what isn’t” acceptable. We need a simple
majority of all homeowners to pass, so please vote your proxy today.
> Discussed
the leash law concerning dogs and cats.
Ms.
Pat Brister said that the Parish tried to get the State to maintain Parish
highways but lost the battle. District 4 has changed it’s boundaries a little
and now includes River Oaks. Check your new voter registration cards because
your voting place might have changed. She announced that she will run again and
that we were a great district to represent.

D. said that although we’ve spent a lot of time on the covenants, other things
have been addressed.
1.
Kids
tearing up the Azalea lots made $415 in damage and the “parental units” are
expected to pay for it.
2.
The
Parish cuts our grass every 6 weeks on average. We have in-between cuts so most
of our grass is cut every 3 weeks. We now have an agreement to mow at entrance
sign, Azalea lots and Fairway well lot as needed.

to Patty M. the assoc. makes a small amount of money on luminaries sales. Clap,

>Dogs,
We do have a dog problem. There is only 1 crew to pick-up stray dogs but Mr.
Cramer says if you tie it up and call they come pretty fast. Many attendees
want the dog poop picked up. Jim T. said if you call Sheriff and aren’t helped
ask for the shift supervisor with dog problems.
6.
Speeders,
Barbara D. again suggested painting 25 MPH on street, if we can get it done
“officially”. Jim K. says that the only thing that has ever worked was asking
the Sheriff to give more tickets. Weldon Park has changed their speed limit to
20 MPH. Could we?
Water Board water well: the Water Board (WB) has
spoken with Covington Country Club (CCC) about buying property to build a well.
We had agreed to sell a Azalea lot for the well but then they needed a huge
tank which we could not allow at the front of the neighborhood. It will cost a
lot and the WB says our rate will go up. In our discussion we’ve discovered
problems in the existing system with lines and hydrants. Contact the WB if you
have questions.
Tom M. said
that the WB showed no “science” to prove any need for another well and gave us
no direct answers to our questions.
>The attendees started to turn on the WB. David D.
said he expects no information on the project but he will try too monitor the
situation and keep us informed.
Barbara D.
said the State is getting more concerned about water issues.
One
attendee, who lives on Oak, complained about the well on Fairway. David D. said
he was working on getting the WB to clean it up.
Our next annual meeting will be in January 2004 and
we need more people to volunteer.
David D. spoke for the CCC and reminded attendees
that a team will contact them for their proxy votes.
